As the new millennium loomed in the late 1990s, Dr. Ireland worked with a handful of volunteers to form a fresh, practitioner-focused voice to advance the effectiveness of project management and program in the USA.
Under Lew’s guidance, asapm registered as a not-for-profit corporation in April 2001, and “opened for business” three months later on July 4th, 2001.
In October of that year, Lew became asapm’s President, serving into 2009. During his 8 years as asapm President, he has steadfastly, humbly, and with great integrity helped asapm achieve its mission: To improve PM performance competence and advance our practice, in the USA, and in the rest of the world.

 Robert Youker, asapm Distinguished Fellow
Long before helping found asapm, Bob Youker was one of the USA's original IPMA members. He served as a Director of IPMA from 1977 through 1988.
Bob participated and presented in IPMA Conferences from 1974 through the 2000s. He presented keynotes at several of them, and organized panels and workshops in others.
Bob introduced IPMA into a dozen government agencies and businesses all over the World, and in many cases, connected those agencies and businesses with IPMA leaders.

Press Release: Shailesh Nepal Wins IPMA’s 2010 IPMA Young Project Manager Award
December 1, 2010: IPMA Young Crew, the premier global organization dedicated to supporting future leaders in project management, is pleased to announce that Shailesh Nepal is the 2010 IPMA Young Project Manager Award reipient. He was honored for his contributions to the China Engineering Railway Corporation Project as the Deputy Contract Manager and Senior Construction Engineer.
Mr. Nepal was presented with the prestigious award at the IPMA Global Young Crew Workshop and Gala Dinner on October 30, 2010 in Istanbul, Turkey. Press Release: IPMA Executive Board Agrees on Remits for 2011 and 2012
November 28, 2010; Nijkerk, The Netherlands. The Executive Board (ExBo) of International Project Management Association (IPMA) has announced it has agreed on the remits i.e. areas of responsibility each member of the ExBo will be in charge of for 2011 … 2012. The remits were agreed to in a meeting at the 24th IPMA World Congress at Istanbul, Turkey, in early November 2010. The IPMA President, the ExBo members, and the Chairman of the IPMA Council of Delegates (CoD) were elected in the IPMA CoD meeting in Reykjavik, Iceland, in late September 2010.
Mr Roberto Mori was elected to serve as IPMA President. Dr Nino Grau, Mr Stacy Goff, Mr Alexandr Tovb, Dr Mladen Radujkovic, Dr Xue Yan and Dr Sivathanu Pillai were elected to serve as the members of the ExBo. Mag. Press Release: Towson University to offer project management certificate
TOWSON, Md. (Oct. 12, 2010)—The TU College of Business and Economics, in partnership with the American Society for the Advancement of Project Management, now offers the Student Certificate in Project Management (SCiPM) for business administration majors enrolled in the project management and business analysis (PMBA) track.
The SCiPM—pronounced "skip-em"—certifies that a student has completed a rigorous course of study in project management. It demonstrates to potential employers that the student is prepared for an active role in project management and is ready to gain advanced knowledge in the field.
“A TU business administration degree supplemented with a certificate awarded by a premier professional organization provides our students with a distinct edge,” says Sharma Pillutla, chair of the Department of e-Business and Technology Management. "This certificate provides students an industry endorsement that will help them in today’s hyper-competitive job environment.”
The Student Certificate in Project Management will be awarded to business administration students who are pursuing the PMBA track and successfully pass the certificate exam. The exam is usually administered at the end of each academic term—December for the fall and May for the spring. The student certificate is valid for three years from the time it is awarded.

Press Release: IPMA Council Elects Goff as a Vice President in Iceland Meeting
October 8, 2010, Colorado Springs, Colorado USA. asapm® announces the election of asapm President Stacy Goff, IPMA Level D®, PMP®, as a Vice President of IPMA, the International Project Management Association. Goff won his position in a vote of the Council of Delegates at the semi-annual IPMA Council of Delegates, this time held in Iceland. Goff exchanged congratulations with IPMA President-Elect Roberto Mori, of Italy (who received unanimous votes for his two-year term), with Roberto saying: “thank you for your kind congratulations, which I return for your more than deserved election, that you know most of us in IPMA were anticipating for years.”
Goff will serve for a two year term, and with his bias for measurable results through collaboration, he expects to engage members and Member Associations worldwide in IPMA initiatives. Goff’s agenda as one of six Vice Presidents for IPMA will depend upon Executive Board Assignments that will be decided in November in Istanbul. Goff ran for Vice President of Membership and Young Crew, and/or Vice President of IPMA Marketing, and his responsibilities will be in some combination of those areas.  Press Release: asapm Elects Trevor Nelson as Vice President
Colorado Springs, CO: asapm Headquarters, August 8, 2010. asapm President Stacy Goff announced today that our members have elected Trevor Nelson, IPMA Level C®, PMP® from Phoenix, Arizona, to serve as Vice President, from July 2010 through June 2013. Congratulations Trevor!
In addition to the responsibilities of the office of Vice President, Trevor will be involved with asapm’s outreach to other project and program management-related professional organizations, as well as ambassador to the wide range of business networking tools that are popular with today’s project practitioners. Trevor has been an active user of such sites as LinkedIn, Twitter, the IPMA Family collaboration site, and others.
Coming from the Construction industry, Trevor will add his perspective and background to the offerings of asapm. In his Qualifications statement, Trevor noted: “I am a professional Project Manager with over 20 years of experience in the construction and architectural industries, a dedicated leader, mentor and team-builder.”
He has a passion for project and program management, and a firm conviction that the next advancements will be made by focusing on sound principles and improving practitioner competence rather than looking for the “next new thing.”

Press Release: asapm Involved With Asia Pacific Federation Launch
Colorado Springs, CO: asapm Headquarters, May 9, 2010. The new Asia Pacific Federation of Project Management (APFPM) was successfully launched in Hong Kong on Saturday 24th April 2010. At the end of a long day of dialogue, the launch was celebrated at the Annual Dinner of the Hong Kong Institute of Project Management.
asapm was represented at this launch event by one of our favorites, Dr. Paul Giammalvo. He reported back on the events of the formation meeting, and the evening dinner. He also provided us with a copy of the official formation Press Release, which we have adapted for our audience. We were originally reticent to participate, until we did a bit of research on APEC, the Asia Pacific Economic Community, that this federation is based upon, and encountered a State Department research report citing, "Why America Needs APEC". A range of other searches showed us that there are opportunities and challenges with APEC, and we thought, why not get project management, the discipline for society change, constructively involved?
The evening dinner included Hong Kong luminaries; the Hon. Dr. Raymond Ho Chung-tai - Member of Legislative Council, Ms. Ada Fung - Head of Hong Kong’s Public Housing, and the Federation meeting delegates from Hong Kong, India, China, Nepal, Japan, United States, Indonesia, and Australia; plus, 120 other guests. Presenting to the dinner Dr. Bill Young, the APFPM's new Chairman elect, announced the formation of the new Federation. Young Crew Press Release: 2010 IPMA Young Project Manager Call for Nominations
IPMA's Young Crew has produced a Press Release that announces the call for nominations for the 2010 IPMA Young Project Manager Award. Introduced in 2006 at the IPMA Young Crew conference in Shanghai, China, the IPMA Young Project Manager Award recognizes rising talent in the project and program management industries by honoring young project managers for their accomplishments early in their careers. These honorees have demonstrated invaluable impact to both their profession and their companies, and are on the fast track to becoming influential project leaders on an international scale.
The IPMA Young Project Manager Award is open to project managers ages 18 to 35 at the time of application who have worked or are currently working on a project for at least six months. The criteria for evaluation of the award are based upon the International Competence Baseline (ICB), and finalists will be chosen based upon the strength of their overall nomination package. Members and non-members of IPMA are eligible to apply. Finalists will each receive a financial sponsorship of 1,500€ to attend the IPMA Young Crew Conference and Workshop in Istanbul, Turkey October 30-November 3 2010.
This year, Young Crew has implemented an online application. Access the application at SurveyMonkey. All applications must be completed by midnight Eastern Standard Time (EST) on June 30, 2010. aPRO Goes Live, Website Updated, Press Release Posted!
Colorado Springs, CO – April 5, 2010. asapm Releases New Generation Standard for Organizational PM Assessment. asapm, the American Society for the Advancement of Project Management, announces the release of the asapm Performance Rated Organization (aPRO™) standard. The aPRO standard offers a new-generation, results-oriented approach, to provide a complete picture of organizational performance competence in project and program management (P/PM).
The aPRO standard was published as an exposure draft in December 2009, and received hundreds of comments from around the world. The standard and its companion Assessor Guide offer organizations a path to certification for their performance in project management. “aPRO delivers a fresh, new, perhaps even radical approach, to assessing the factors that lead to P/PM performance in organizations,” said asapm president Stacy Goff. “Organizations now have an affordable new alternative for improving their project and program management results, while also differentiating themselves through certification.”
Organizations of all sizes will use the aPRO standard to differentiate themselves from their competition, and improve P/PM performance. They can benefit from the aPRO standard in two ways: They can download and use the standard for an informal self-assessment, or they can retain a Recognized Assessor (RA) for an external perspective. The use of a Recognized Assessor qualifies the organization for certification as an asapm Performance Rated Organization.
The Recognized Assessor program creates a turnkey market offering for consultancies qualified to conduct the assessments. Interested assessors participate in a formal training program offered by the aPRO team, where they learn specific methods for conducting the unique threshold performance assessment. The aPRO team anticipates that organization-internal assessors will also be interested in the training, and combinations of internal and external assessors will be yet another option. Press Release: New Book Focuses On Project Management In Government (3/2010)

aPRO Exposure Draft Comments and Update (1/2010)
Last month we sent out a special mid-December newsletter and press released announcing that the aPRO Exposure Draft was ready for comments. aPRO is the asapm Performance Rated Organization standard, developed by an asapm team to change the way organizations evaluate and improve PM Performance. See more abot the standard and the team at the blog posts mentioned above.
The comments we have received so far are not only useful and encouraging, they are coming from some of the most-savvy people in PM practice. Such comments as "elegant and useful" to "how do we sign up?" show that the team has a winner. Another observer commented that many available pm models appear to be a view of the organization from just a project managers' perspective.
This comment evoked the image of a child at a party of adults; all he or she can clearly see is legs and bums. We have seen many such "limited views of the organization", in pm writing, standards and tools, and perhaps that explains why executive management does not eagerly jump on board. Our correspondent appreciated that aPRO begins with the view from Executive Management, and works its way down the organization. They went on to observe this strength will help the aPRO model to be more successful in gaining traction in project and program-oriented organizations.
The Exposure Draft period ended April 5, 2010 with the publishing of the final standard.

Isabelle Ritz is writing her thesis about "Intercultural communication and International Project Management".
Her referee is Prof. Dr. Nino Grau, Vice President of IPMA, a very special friend of asapm, and of Young Crew-USA.
Ms. Ritz has set up a short online survey. She is seeking survey responses from project managers and project members with international experience. She plans to evaluate the results in a little over one month. Press Release: asapm Releases Draft Standard for Organizational PM Assessment. (12/2009)
 Colorado Springs, CO – December 16, 2009. American Society for the Advancement of Project Management (asapm)today that it has released an Exposure Draft of its Standard for Assessing Organizational Performance in Project Management. Once approved, the standard will be used by both public and private sector organizations to evaluate their project management performance. The draft may be downloaded from asapm’s aPRO website, and comments are due by February 10, 2010.
Tim Jacques, asapm Director of Standards, said that the Standard will have two major uses. asapm will use it to certify a competent organization as an asapm Performance Rated Organization (aPROSM), while organizations will use it to identify opportunities to get better results from their projects. The aPRO toolkit consists of the standard, an assessor training program, and an assessor guide to help ensure consistent, valid, and reliable assessments. Jacques also noted that data from all assessments will be made available to academic researchers for free.
Stacy Goff, asapm President, added that, “We expect aPRO assessments to be in high demand, especially among Federal Government agencies trying to comply with the Federal Acquisition Certification For Program and Project Managers (FAC-P/PM).” Goff also expects high demand from service providers in Information Technology, software development, biotech, and telecommunications who will use aPRO certification as evidence of their ability to deliver timely and cost effective results for their customers.
When asked about the need for a new organizational project management assessment standard, Bill Duncan, aPRO architect, said that other available standards are “mostly proprietary, prescriptive, or just too problematic to implement.” He went on to note that “several consultancies with their own proprietary models — including my own — have decided to use aPRO instead.” He added that the standard was designed so that it could be used to assess a department, an agency, a business unit, a geographic location, or an entire corporate entity. APM Group & IPMA Agree; IPMA Certs Logical PM Progression for PRINCE2 Practitioners. (11/2009)
The International Project Management Association (IPMA) and The APM Group are pleased to announce they have signed a Memorandum of Understanding which will enable the two organisations to support and recognise each other. The alliance of the two parties is designed to achieve the following objectives:
- To publicise the mapping between ICB.3® and PRINCE2® as developed by GAPPS and verified
by IPMA and APM Group.
- To encourage IPMA members and PRINCE2 qualified people to research and write articles
comparing and contrasting the ICB.3 and PRINCE2.
- To recognize that PRINCE2 provides knowledge and understanding of a number of the
concepts included in the ICB.3 and in due course IPMA will develop supplementary exams to
enable PRINCE2 Practitioners to achieve appropriate IPMA qualifications i.e. at levels C & D.
- To raise awareness of the IPMA member association’s individual membership schemes
among the APM Group’s examination candidates.
- To bring the IPMA member associations´ corporate membership schemes to the attention
of the APM Group’s Accredited Organizations.

asapm President Stacy Goff Speaks At Major PM Conferences in USA and Middle East (11/2009)
In Milwaukee: asapm President Stacy Goff spoke at two major PM conferences in October; one was in Milwaukee, for the 7th Annual Professional Development Day conference of the local PM Institute chapter. With over 300 people attending this very well-organized conference, the range of speakers was outstanding. Goff spoke in two sessions; the first was his popular topic (click the link to download the article): Essential Insights In Meeting the Rising Demand For PM Performance. Of great interest for this audience, as it has been for others, is the notion of moving beyond Entry-level PM certifications, to actually develop and certify PM Performance Competence with Advanced certifications. Both the need and the appeal for PM competence development, PM performance improvement, and asapm's Advanced certifications were clear in the questions-and-answers session.
Goff's second session in Milwaukee dealt with practitioner and society implications from Goff's chapter in the recently-published book, Project Management: Circa 2025. See more about the book itself, some background, information about Goff's chapter, Visions for the PM Software Industry, and a taste of the predictions at Goff's blog post. Goff's presentation includes such predictions as the mainstreaming of Portfolio Management with a wholistic twist, an implantable "wisdom tooth" that provides instant access to 1000 project experts' knowledge and experience, and other exciting (or scary, if all you rely upon is knowledge) scenarios. A comment from one participant: "I spend so much time worrying about work needed by the end of the month, it was totally refreshing to look this far into my future. This was so different from other conferences!" In the interest of helping publicize the book, and with the permission of PM Institute, the book's publisher, Goff has posted his chapter at his ProjectExperts website, for download by future-seeking parties.
In the MiddleEast: This was an interesting project from the start! At an IPMA Council meeting, the representative of one of our MiddleEast Member Organizations asked Goff to present a Keynote at their major conference, with over 1500 PMs in attendance. Schedules were tight, so Goff suggested a Virtual Keynote. Given the economy this year, they readily agreed. Both parties agreed to the topic, the duration, and the technology. On the weekend before the event, they held an extensive test, connecting the conference facility to Colorado Springs. Flawless reception! The Conference Theme was Project Risk Management; and, the Keynote presentation supported that theme, Risk Management IS Project Intelligence. Ironic, because one risk remained: What if the internet connection is down at one location or the other? Goff recorded the complete Keynote, together with a personalized welcome, and a friendly shout out at friend and associate Adesh Jain (IPMA EXBO Member from India), who had spoken earlier in the conference day. Goff Flashed (translated video to Adobe Flash) the backup recording, posted it at his website, and urged the Conference Director to download it as a backup plan.
Wouldn't you know, on the first Conference day, no internet connections worked at the Conference facility! The pre-recorded backup was played to the 1500+ participants, the Keynote was a success, and the Conference organizers were very happy with the outcome. We truly understand that Risk Management IS Project Intelligence! This particular presentation was first offered in India, and updated for this event. Goff sent a notice about the downloadable copy to asapm members at the Members Only website the day before the Conference, and over 25% of asapm members downloaded the 38mb presentation.

asapm Appoints Brent Hansen as Director of Member Services (08/2009)
 The American Society for the Advancement of Project Management (asapm - www.asapm.org) based in Colorado Springs, Colorado, has appointed Dr. Brent Hansen, D.B.A, PMP® from Bountiful, Utah to serve as Director of Member Services. The position became open when Stacy Goff, formerly in that role, was elected asapm's President. Brent will serve the remaining two years in the position.
Brent’s interests include increasing membership and serving the current members, increasing affiliations with Project Management‐related professional organizations, and improving the visibility and results of asapm’s contributions to national and global project management performance. asapm is the International Project Management Association (IPMA – www.ipma.ch) representative in the United States. IPMA Selects Mr. Veikko Välilä as Secretary General
Background: At its meeting of March 2008 the Council decided that IPMA should employ a full time person in the function of Secretary General.
After a public call for applications IPMA received 18 candidates' applications. In a structured and professionally-led process, the committee evaluated these applications. After an extensive screening and review process, plus preliminary interviews, on January 12th - 13th 2009, a final interview of 3 to 4 hours with the top three candidates took place.
The committee decided to nominate V. Välilä for the function of Secretary General and forwarded this decision to the ExBo. The committee was at the time of decision aware of the difficult situation, that V. Välilä was 2007/2008 President of IPMA, and today is the Chairman of Council. After careful evaluation the nomination was proposed, because the Committee came to the conclusion that from all candidates V. Välilä is the best qualified person -- in terms of international and intercultural experience and attitudes, in terms of managerial skills and in terms of knowledge about values, culture strengths and weaknesses of IPMA and its Member Associations. Congratulations Veikko!
IPMA-Canada Approved!
The IPMA Council of Delegates voted to accept Project Management Association of Canada / Association de Management de Projet du Canada (PMAC-AMPC) as an IPMA member association in our meeting last month! A neighborly initiative supported by asapm, we now have twice as much presence in North America. This Canadian group has been forming and recruiting members for over two years, and have not yet had the chance to update their website with this great news (see www.pmac-ampc.ca).
If you live in Canada (or wish to support their efforts to promote PM Competence), we encourage you to join PMAC-AMPC and help to shape this new organization. The membership form and process is on the website. And now all of us in the USA must learn the correct way to pronounce the word project. Congratulations Canada!

 International Business Development Council (IBDC) Updates
April, 2009: In March, asapm posted and distributed the Press Release announcing our signing of the Affiliation Agreement between seven PM-related not-for-profit organizations, and forming International Business Development Council. The IBDC mission is to connect professional and trade associations involved in the life-cycle of business development and program/project management.
The affiliates of the International Business Development Council had our first face-to-face meeting the week of April 6. In the meeting, we organized joint speaking and exhibit appearances at a variety of USA and World events, added new scheduled events, and exchanged key articles and speakers lists.
One of the highlights of the meeting was the announcement of a Business Development Competencies Research Project. Soon we will be soliciting Corporate sponsors for this project. Among the results of the project will be a list of the competences Business Development Managers would expect (for example) competent Program and Project Managers to demonstrate. We are discussing similar initiatives with other related disciplines. A unique differentiator we have with the IBDC alliance is the ability to tap and share the expertise of our related disciplines. Part of what makes this possible is our shared belief in the open exchange of intellectual property, rather than holding tightly to it.
Seven Organizations Agree to Form the International Business Development Council
ALEXANDRIA, VA ― On March 9, seven organizations signed an alliance agreement that forms the International Business Development Council, whose mission is to connect professional and trade associations involved in the life-cycle of business development. The seven founding organizations of the council, with a collective membership of more than 20,000, are:
- the Association for Strategic Planning (ASP),
- the Association of Proposal Management Professionals (APMP®),
- the Business Development Institute International (BD-Institute),
- the International Association of Contract and Commercial Management (IACCM),
- the American Society for the Advancement of Project Management (asapm®),
the U.S. affiliate of the International Project Management Association (IPMA),
- the National Contract Management Association (NCMA), and
- the Society of Competitive Intelligence Professionals (SCIP).
“This is a tremendous opportunity to advance the profession by collaborating on programs and services across the spectrum of business development,” noted Howard Nutt, Executive Director of the Business Development Institute International. Signing the agreement was the initial step for the Council to develop global partnerships that promote the value and recognition of the business development profession and benefit the associations’ members and respective professions.
From asapm's perspective, as reported by Stacy Goff, "this is a significant event in helping Programs and Projects to benefit from smarter actions taken to the left of the proposal". Given that in Contract Engagements, the vast majority of problems begin before the PM is even identified, this alliance, with its exchange of information, practices and competences, is a key step in improving PM Performance.
As its first joint project, the Council collaborated on content for the Business Development track at the NCMA World Congress in Long Beach, Calif., on April 5 – 8. Additional collaboration will take place at remaining events of 2009 and 2010, including the IACCM USA Conference on April 22-24, Orlando, FL. We encourage asapm members to participate in these events!
 In Our Memory: Larry Kueppers, 1957-2008
asapm mourns Larry Kueppers, who died Thursday, October 9. Early indications are that Larry's death is the result of a blood clot in his lung.
Our hearts go out to Larry's family. We ask our friends to offer a silent prayer for him, and for those he left behind. They include his wife, Norma; sons, Christopher and Joshua Kueppers of Elkhart; daughter, Kaela Kueppers of Elkhart; brothers, Tim (Robin) Kueppers of Kalamazoo and Bob (Sherri) Kueppers of Byron Center, MI; and his mother, Marjorie Kueppers of Kalamazoo.
Larry joined asapm in early 2007 and immediately looked for ways he could help others. He flew to Colorado Springs to attend one of our Board Meetings, and decided to run for office as Director of Standards. He has represented asapm and IPMA in meetings to produce the next draft standard for Project Management, ISO 21500. Others in those meetings, including some of the best minds in Project Management, remarked at the time how thrilled they were with Larry's participation.
We mourn Larry's departure, and at the same time, because we have experienced his deeply religious beliefs, celebrate his everlasting peace.

Press Release: asapm Announces Extra Credit™
July 20, 2008, Colorado Springs, Colorado USA. President Lew Ireland today announced the details of the organization's new Extra Credit™ option for the asapm Certified Project Associate program. The Extra Credit™ program will allow eligible individuals to obtain the IPMA Level D® certification without the time and expense involved in sitting for the exam. IPMA-D is the International Project Management Association's entry-level certification, and is recognized throughout the world by IPMA's more than 40 Member Associations.
Ireland identified three target audiences for the program: individuals who have received a Masters degree in project management; individuals who have satisfactorily completed a project management certificate program of at least 120 contact hours; and individuals who have obtained a project management knowledge-based credential from another organization. Ireland went on to comment "we recognize the tremendous effort that so many practitioners put into obtaining academic certificates and other credentials. We wanted to do something for them."
Gary Klein, asapm's Director of Education and a professor in the business school at the University of Colorado, Colorado Springs, commented that he was "surprised no one else had thought of this before." He went on to add, "It's a great opportunity for our students. They have the knowledge and talent to pass the Level D exam, but they seldom have the time or funds to do so." According to Klein, there are more than 20 universities in the USA granting Masters of PM degrees, and perhaps a hundred or more with certificate programs.
The Extra Credit offer will be available starting September 1, 2008. The program will terminate at the end of 2008, or after 2,008 of the estimated 100,000 eligible candidates receive asapm Extra Credit. Applicants must live or work in the USA, and their degrees or other credentials must be verifiable through a public database. Candidates must also write a short critique of one competence element of the USA National Competency Baseline that will be judged by asapm's assessors. Complete eligibility requirements for Extra Credit are available in the certifications section of asapm's website.
The cost of the Extra Credit program is $60 for asapm members and $250 for non-members. The fee is non-refundable.
In addition to the knowledge-based IPMA Level D certification, asapm also offers performance-based competence assessments for Project Managers and for Senior Project Managers with a Program Manager assessment due in mid-2009.
July 13, 2008: The Netherlands. The International Project Management Association (IPMA) has decided to appoint a Secretary General. This will be a full-time role, possibly based in Holland, but the location will be open to discussion. A sub-committee from the Executive Board has been established to consider applications and plans to move forward quickly on this issue.
Founded in 1967, the IPMA is the world’s longest-serving project management professional organization. Its structure is unique, because IPMA is an international network of national project management societies. Interestingly, its original name was INTERNET. While the National local serve the specific project management development needs of each country in its national language, the IPMA, as an umbrella organization, represents them at the international level. The IPMA is truly a global organization with member associations throughout the world, including some 45 national representative bodies spread across Europe, Africa, Asia and the Americas. Editor's note: We have seen other member organizations struggle with getting the right the balance between a professionally-managed organization and a member-run organization. IPMA relies on volunteers for all its efforts, and the commitments of National Council of Delegate representatives, special initiative Project Managers and Team Members, and especially the ExBo (Executive Board) members is huge. We serve on the IPMA Governance Committee that developed the position description for this new role, and will be helping to guide this IPMA transition. We are confident that this important step, that has the potential to significantly improve IPMA performance, will also assure ongoing responsiveness to member needs. --S. Goff
JC Consulting's Proportion Group Launches Series of USA IPMA Level D® Courses
John Colville, with his JC Consulting company, has trained more IPMA Level D certificants than any other company we know of. He is an asapm member, and for over two years has been offering his training, together with an IPMA Level D exam (proctored by asapm's Certification organization in North America). His participants' pass rate for the exam is excellent. Recently John Colville and asapm President Lew Ireland met to discuss John's support of asapm.
They discussed the actions participants could take to further improve their pass rate. Those suggestions, including one that just says read the NCB (USA National Competence Baseline) now appear on John's new website.
Note that asapm does not offer general or certification-related workshops; we feel that it is a conflict of interest to compete with our own members who offer stellar training. That is one reason why we offer our Competence Enabler program, to highlight providers who can Demonstrate the Competence Difference™. John's company has been an asapm Competence Enabler since 2006.
Proportion Training is the new website's name, and John has built it to focus on his USA-related offerings. His JC Consulting site shows his efforts all over the world, and some people had difficulty finding the USA listings. The new site has a crisp, clean look, and shows a list of classes and Level D exams for the remainder of this year:

asapm and Business Development Institute International Sign Alliance Agreement! 02/2008
On February 5, 2008 Lew Ireland, President of the American Society for the Advancement of Project Management (asapm), and Howard Nutt, Executive Director of the Business Development Institute International (BD-Institute), announced the two organizations’ signing of an Alliance Partnership Agreement.
In announcing the agreement, Mr. Ireland noted that, “As the USA’s premier competence-based credentialing organization for project and program managers, we are a strong advocate of effective project management practice and believe that part of that effectiveness must include the competences needed to fulfill the project manager's role in winning new business. USA's First Level C Project Managers Certified in Performance Competency! 08/2007
June 23 was a momentous day in the history of both asapm and project management in the USA. On that day, asapm certified its first Project Managers! We’re still dotting some i’s and crossing some t’s, so we can’t announce the names yet, but we will do so in the next newsletter. The deep discounts authorized by asapm's Certification organization to kick-start the program will only be available through the end of 2007, so if you’ve been thinking of getting a performance-based competence certification, this is the time to do it!
The next interviews, for Levels B and C are in late October, with applications due September 15. Our next Level D exam is in Boston, on October 29, 2007.
